I am sure about it.
The winner told the readers of chess in the Israel that after discussion about
it  the decision in world championships is to allow using computers.

There are 2 reasons for it:
1)It is impossible to force people to obey rules of not using computers.
2)using computers increase the level of play.

I know that the rules of Israel correspondence championship also allow using
computers.
