I think that ICC should change the name of the rating to wrong-rating.
and everybody should say that Mofongo has a wrong-rating of 3210

Everyone can understand why Monfogo has wrong-rating of 3210 when
Fritz5.32 has wrong-rating of 2930.

It is possible to do also a truth-rating and the truth-rating should be based
only on tournaments when everyone plays against everyone and you cannot choose
the oppenents you agree to play with or the time control.
