I can just see it:

"Franco Tutti-Frutti, after this glorious and brilliant victory over all living
souls, you are now conferred the title of second best in the world."

"What do you mean 'second' best?"

"Sorry, but As-Suli is still recognized as numero uno."

"But he's been dead for two hundred years!"

"Perhaps, but his death certificate is still being processed, so although he is
physically dead, he is still legally alive."

"What? Well, how long will it take to process?"

"I'm sure it will be no time at all....." :-)

P.S. My great-grandmother and my grandfather, both dead for many years, also get
plenty of mail from various sectors of the government. Actually, my
great-grandmother, may she rest in peace, was to be legally processed last year
for not paying her income taxes. We're talking a government official accompanied
by an officer of the law knocking on my door. I don't know what was worse, the
knocking on the door, or the resigned lack of surprise by the official when
confronted with the facts. Needless to say, I laughed myself sick.
