The rating assess the outcome of expectated results in a match, given the above scenario, the 2200 rated player is supposed to beat the 1700 player by 3.5 points or more due to the difference of 500 ELO rating. Should the 1700 win the match by 3 points or more then it shows that the 1700 is not a true 1700 rated player, that either he was sandbagging his opponent to believe that he was a 1700 rated player while his true rating was at least 2400+, or he used a consealed computer to play during the match. Like the case of the amateur who played a weekend tournament in Germany and beat the strongest opposition, can't recall his name, its something like Almaz.... Laurence
