IE 15.x was the first SMP version. Another reason is incompatibility, as 16.x converted to the Nalimov EGTB files, and I didn't want a 15.x to use the older Edwards format, and 15.x+1 to use the new format... Another common reason is, for example, the WMCCC events. I usually make significant changes, change to the next major version, but I don't release any of this until after the next WMCCC event... So, in general, there probably isn't a "good" pattern to this. :)
