Competition is always welcome! :-)

I personally use the very primitive Volkov Commander (1:1 Norton Commander for
DOS clone) which has a built-in hex editor. ("F4" for "Edit", then "F4" again).

The good old C64 days had some really cool hex editors (which included primitive
assemblers, memory monitors etc.).
"S-Mon" (could be wrong about the name after some 15 years :) was the one I
used.

Dunno if such things exist for the PC...
