Subject: How come computers aren't allowed to play in open chess tournaments

I'm still not sure which program plays the best against humans, because they all
play in human tournaments so rarely.  And when fritz got to play in cologne, it
was the only program allowed to participate, they should've let others play also
so that i could know how they differed when they all played against the same
strong human opposition.  Also, why did they stop aegon?
