Not exactly. Null move and other tricky things are being used, so there is even
some kind of selectivity involved in the first numbers.
No computer apart from maybe Deep Blue can possibly search 13 ply brute force.

Yes, but I think the same applies as I said above, no "true" brute force.

I believe someone once mentioned that Genius is the only program where x/y
really means "x ply brute force". And Genius' "x" hardly ever goes beyond 7 even
on my PIII-550 machines.

Of course this is nonsense. I don't even remember what the manual says, but here
someone obviously grossly misunderstood what Johan told him. :)

When CM shows "3/13", it means
 - 3 ply searched brute force ("true" brute force)
 - 13 ply searched using extensions such as null move (?) and others
   (so this is what Fritz would display as "13/y")

CM does not show the maximum selective depth as most other programs do.
I suppose this is equal to "displayed selective depth + Max Depth defined in the
personality setup", but I'm not 100% sure.
