Hello,
CDB will do it but you can use either one of these utils from :

ftp://ftp.pitt.edu/group/student-activities/chess/UTIL/

normal.zip Prepare PGN & non-PGN games for your database. Scans text
               files for PGN! In-line documentation.
Part of the U4 family. By Paul Onstad. v4.1 (4/99)
normal32.zip 32-bit beta version of normal.zip From Paul Onstad (6/99)
