Still you take away an important part of the program. When you take away the
opening book you take away the ability for the program to attempt to set up a
position that it is best suited to start calculating it's moves from. So when
you take away the opening book then you throw away a part of the developers
work. That's no longer fair.
It wouldn't be much different than requiring Drag racing cars to use skinny rear
tires, part of the race is won or lost by traction control, a proper suspension
setup, the right tires & pressure etc., it's not a matter of who necesarilly has
the most horsepower & torque, that's only a part of it.
