If their rating tells you that they are good at chess (as you just stated) and they kibitz an opinion on a position in an event, then you will think that an informed person on chess is giving you an opinion. And when it is a cheater that gives that opinion, unless you find fault with the opinion, you will still believe that it is an informed person on chess giving you the opinion.
