Yes, you are correct.

Terry's point is that deletions are often decided upon solely by the moderators.
As such, it doesn't behoove us to have a long discusion on each and every
deletion. This does not mean that someone who wants to discuss a deletion cannot
start a post with Moderation: ..., however, for the vast majority of posts that
do not need to be here, that is not necessary. And people like Terry do not want
to read them each and every time (and even with the Moderation: label, you do
not always know if the topic is deletion or something else).

And, of course, if anyone wants to post a moderation topic other than the
deletion of a post, they are also free to either Email the moderators or start a
message with Moderation: ...

It's not a matter of preventing people from doing it, it's a matter of asking
people to use the preferable Email route instead.

So, I assume you agree since your put !NOT in the header (double negative and
all that). ;)
