No.  Tom uses a 10x12 array, with the board centered within
that array.  The reason it is 10x12 instead of 8x8 is the
bounds checking.  For example, if you were in the center of
the board, you could move a knight to 8 different squares.
If you were sitting on a corner, you wouldn't have that many
options.  If you move to a square with a value of -1, then
that move was illegal.

Bitboards involve using 64 bit words to represent boolean
conditions.  There are a couple sites out there detailing
the specifics.
