I don't know what dev. environment you have, but check out Fujitsu COBOL.  It
allows you to make nice Windows GUIs and still use COBOL.  Last I checked it was
 a freeby.

I personally don't know of any chess programs written in COBOL.  Maybe someone
else can help.
