I believe because there are few strong programs playing there, there are fewer strong players playing there. Anyway there are fewer players there than ICC even though it is free. I haven't spent a lot of time there but I have never seen a GM playing there. I have seen only a few 2200 players there. I must admit though, the ratings there are lower than ICC. The formula they use is more realistic I think. This may even discourage some people from playing there since their ego's take a beating. Only my opinion though.
