Hello Lanny,
That's a very hard question to answer.  I use CSTal-2 at "Bullet" time controls
on ICC and that is CSTal-2 at it's worst.  It simply is not good at bullet time
controls and I don't think it was intended to be.  I know from my experience on
ICC that it does better vs humans than vs other computers with similiar ratings.
 But I think most all computers on ICC can make this claim.  The more computers
that a computer plays against, the lower it's rating.  Many Crafty clones are
over rated because their formula restricts them to only playing humans.  This is
verified by comparing the Crafty's on equal hardware.  The one's that do play
other computers have lower ratings relative to the mixture of humans/computers.
I haven't done a strict study of this but just a quick glance so as usual I
could be wrong.  My computer account has played only a handful of humans in
rated games in the last 3 months so I feel it's rating is much lower than would
be possible if I eliminated the computers.  But I enjoy watching the computers
play vs each other so I don't limit them.
