I am not a member, but I think the SSDF publishes
a blitz rating list in it's magazine (members get this).

SSDF is the standard, but other information should be
considered, see some of the ICC posts for additional
input.  All this should be taken with a grain of salt,
most of the commercial and top free programs can beat
99.9% of the human players (on PII-300 machines or faster)
at most any time control.

I worry less about ratings these days and more about value.  :)
