Isn't it just as unfair to cripple programs that can use four processors to only
be allowed to use one?  Many machines have more than one processor in them
(including the desktop PC that I am writing this message from.)  While this
hasn't been terribly common in home computers in the past, there's nothing
sacred about having a single CPU in a computer either.  What limitations you
choose to apply to contestants in a competition depend on what you are trying to
test.
