Subject: int Evaluate( ) question

How does one determine the values of all those variables that arise
in the evaluation function of a chess porgram ?
( isolated_pawn, doubled, passed, rook_on_7th_rank, knight_outpost, etc etc )

Is there some systematic way to find those values ?
