This is completely wrong, stepchildren are commonly treated more harshly
than natural children which is of course why the idiom arose. If I remember
correctly a child is about 100 times as likely to be killed by a stepfather (or
mother's boyfriend) than a natural father. I didn't complain about the phase
but it is easy to see why someone could feel this is not "humorous".
