Hello Anon,
I don't know what it's for except as a reference for Rebel when playing games.
I think the idea is that Rebel can look up the position in EOC and get the moves
that were played before and use this as a starting point for it's search. Which
in theory should give it a head start in searching for a good move using the
"Strong".  It can either accept the move after doing a search on it's own or
reject the EOC move for one it thinks is better.  This works fine except in the
"BooK" mode it is supposed to use the ECO as a large "BOOK" which means when it
finds a move in the ECO it plays it immediately.  This "BooK" mode is broken and
should have been removed from the GUI in my opinion.
