Subject: Do the SDK for Windows 3.1 still workable for writing for Windows95/98?

Do Software Development Kit done for Windows 3.1 still OK for writing the
program for Windows 95/98? And how about the Linux system? Do we have there
everything present and free for writing program on Assembler?
