Yes there are numerous variables tossed into the mix when determining a level at which these programs play - tactics, strategy as you mention. It's kind of fun though to take a stance on the issue of whether a program be dubbed "GM strength". It reminds me of cheering for your favorite sports team and carrying on with your friends about why or why not you think your team will make it big this year - win the World Series, World Cup or whatever. We analyse the strengths of the team - good offense, poor defense, and many other variables. Finally we take the plunge and say,"This year the Cubs are going to take it all!", to the amusement and scorn of your beer drinking friends. Actually some of the fun will be gone once the hunt is over. Eventually we will know when and why the programs have reached GM playing strengh. Our pundit days will then be over for that question and will have to turn to other earth shattering computer chess questions.
