He may be authority, but he was also under contract with Intel
by which (at least the public portion) he couldn't make statements
reflecting negatively on Intel. Since the top commercial programs
are all designed for Intel CPUs, saying that they're weak would
at go against spirit, if not the letter of the contract.

In any case, I'd bet that if you give him a program to play against
for a week to get its quirks and style, he would be able to beat it
(at slower playing rates, at least) in every game (provided you also
include a financial incentive for his score), which he wouldn't be
able with a human 2600 GM, or even a human of 2400 player. At blitz, yes
(it's even higher), humans are too error prone at few seconds per move.
