No. actually I believe that GM players were against it all along. But FIDE saw it as a way to generate (they thought) significant funds by charging rediculous fees. Nothing ever came of it, however, and I'll bet that going to a tournament today would generate as much GM backlash as going to a USCF tournament in the 80's would generate in the xpert/master sections because the computers were becoming dangerous there...
