This is easy. When I make conjectures, I say "I think he meant" or "I think he did this or that". When I say "Hsu said that this was..." that isn't a conjecture at all, it is a third-party relay of specific details that appeared to be important to the context at hand. I _always_ prefix "I think" when I am giving opinion, or else I add IMHO at the end to so indicate. That makes my writing easy to understand as to whether it is a statement of fact or an opinion... My info about DB Jr in Paderborn had no opinion at all, nor an IMHO anywhere thrown in.
