IIRC it must be as follows:
1. extract the .hbk from the zip-file. It MUST be present in the C:\ directory!
2. start Hiarcs
3. create a new (empty) tree with a name of your choice, e.g. h732.ctg
4. press <CTRL><SHIFT><ALT>-G to compile the old hiarcs.hbk-format into the tree
5. Take a collection of good games and build a tree from it or just take the
general.ctg coming with Fritz. Open that tree and choose with right-mouse-click
"weed tree" with the default settings.
6. now import the compiled hiarcs-book (in my example h732.ctg) into the
general.ctg.
Voila, that's all but took about 1.5h on my K6-200.
