I don't think that Rebel in the default mode programs the video system directly.
It uses whatever VESA driver you have loaded or running in Video ROM. If you
have diskettes which came with your video card, there are usually utilities to
set up what refresh rate to use for different video mode on the installed
monitor. Your VESA or ROM drivers may be conservative, assuming the lowest
quality monitor, so they set a low refresh rate. In Windows 95/98/NT I usually
tell the display configuraiton that I have a much better monitor than the one
attached, just to override their cautious refresh rates they would pick for my
monitor (e.g. for the NEC 4FGe I would tell Windows it was the next higher model
NEC 5FGe; if it is not obvious which one to pick, try next one of the same
manufacturer, it may take some playing to get the best one).
