I think its a better way to decline match offers than to noplay people.
Especially I would like to see this feature as a replacement for the
noplaycrafty because of two reasons:

1) if you want to allow crafty clones to play your program in the future then it
is very hard to clean your noplay list.

2) there are so many crafty clones at ICC that your noplay list will overflow.
