This is already what they do now. This is what the moderators are here for.

Most deletions by the moderators do not give any public or email response now
anyway.

What we usually have is then someone who has had a post deleted, posting on
asking why the hell was it deleted. So most of your points are already done now,
and unless you want to rule with a iron fist and let moderators delete what they
want without any limits, then block anyone from complaining, then I would think
you would have a very nasty place to be.
