Your post made me curious, so I tried looking it up in my university's library
catalog.  Unless it's under some non-obvious title (I tried looking for "ICCA"
and "Chess"), there is not a copy in any of the libraries in the entire
University of California system.  There are 92 entries for chess periodicals, so
it's not just a matter of chess not being serious enough for an academic
library.

Which makes one wonder...what's the point of publishing there, if nobody can
read it?
