I think that engines that can't handle the given time-controls should be able to
lose on time.  They should be programmed to move more quickly if they are in
time trouble.  Programs should be able to make the 50-move rule even in a few
seconds.

If time is being lost by an operator or Auto-232, then there probably should be
an increment.
