The challenge is to convince enough people to travel there for a tournament,
especially when it's being hosted by a new, unknown organization.  ICCA doesn't
have this problem - they've been around for ~20(?) years, so everybody knows
about them, and therefore the winner gets quite a bit of prestige in the
computer chess arena.

I'm not saying it can't be done - just that it's probably harder than it seems.
