General guidelines are good, but rules always seem to have exceptions. So to answer you question, do this instead: put the white pawn at c7 and then ask yourself where would you like to put the White Rook behind the pawn (anywhere in the c1 to c6 square) or in front of the pawn (c8 square), and then put the Black Rook accordingly to the position you choose to put the White Rook. You should notice a tremendous difference where you put the Rook, if you put behind the pawn, you will see the Rook has more mobility than the Rook placed in front of the pawn. The general guideline is to put behind the pawn for both attack and defence purposes. Of course there are exceptions, and these must be taken in contest to the position. Laurence Chen
