I am trying to handle two problems... 'lag' is not one of them either...

1.  The opponent disconnects for reasons under his control.  his program
crashes.  His machine acts up.  Or he wants to give his program more time to
'think' without getting charged for it.

this is possible to detect as if you can get to his ISP, then it isn't a net
problem.  It is either intentional, or in the phone line.

2.  The opponent stays connected, but the ISP is cut off from ICC.  I have seen
a good bit of this recently.  Primarily happens where our OC12 link (going thru
deltacom) connects to other networks.  I can get to some sites, but not to (say)
ICC.  The ISP that ICC uses is also not the most reliable at times.  I get a
fair number of 'connection reset by peer' happenings.

And ICC has added about the stupidest feature I have ever seen, recently.  In
the past, if you got a lag of over 2 minutes, they would generate an 'adjourn'
request from the lagged connection.  No longer... now they disconnect the
lagged user outright...

In any case, lag here is not a serious problem most of the time, but it can be.
I only want to see that not influence the game excessively..
