Rip van Winkle is a fairy-tale character who fell asleep for 100 years and then
woke up to find the world had changed after his long rest. Not all changes were
for the better. There are other morals to the tale too. Thus the comment was an
ironical response to the concept of 1999 as 'better' than any years before. Have
I made myself quite clear now? Please email me if you have any further
misunderstandings.
