Yes, of course, I posted the same correction right after the original post.

Yes, if the simple encoding is used. A longer post, just being added to this
thread, on the details of encoding in uniform length 155 bit code, explains how
one could keep the ep and castle type overhead from affecting the special
positions (the so-called "worst case" positions) by several bits, while not
affecting the vast majority of the remaining positions at all. The method
detailed in that new post shows how one can spread this overhead so it takes
exactly its average value (which is in a fraction of a bit) equally in every
position, and without any "worst" case positions.
