Rebel 10 is not shareware.  You are probably thinking of Rebel Decade:

Crafty is probably the strongest.  Some others are also very strong.  USCF 2400+
is very advanced.  I suspect only a few (if any) can achieve that level.

I suspect the ELO figures are not truly commensurate with USCF.
