I think a few players under 1700 have made good programs. Ken Thompson and Joe Condon were apparently very weak players and had one of the best programs of the early 1980s. Franz Morsch is allegedly a very weak player, much under 1700. Some people say it shows in the play of Fritz, but actually Fritz is a pretty strong program :-) I think you will find good programs written by people of all strengths from around 1000 USCF up to IM.
