I believe that if hsu had some experience in correspondence games he could do a
better program.

It failed in tactics in the second game against kasparov when it did not see a
draw because it did not know which lines to extend.
A human+computer+some hours can easily see the draw.

I believe getting 1700 elo is easier than being an everage chess programmer.
I do not think that the decision of part of the programmers not to use at least
10% of the time that they develop their program to learn to be better players is
a wise decision.

I do not make the assumption that you must know a lot about chess to write a
strong program but I belive that knowing more about chess can help you to write
a better program.

I do not agree.
I am not a master but I am clearly better than 1700 and one of the things that
helped me to get better rating was trying to look at all the options in the
first ply of myself and my opponent at tournament time control like a computer(a
common mistake of chess player is to overlook the next move of themselves or the
next move of their opponents)

I cannot do it at blitz but I have enough time to do it at tournament time
control.
