I have never written a heuristic for chess, but am certain I could write a very
good chess program without increasing my ability at playing chess (my rating
currently is about 1000).

What it really comes down to is how much time a particular person puts into
learning and playing chess.  Programmers are most likley to have computers and
programming as hobbies, where chess is just a pasttime.  So a serious programmer
wouldn't stand up to a serious chess player.

On the other hand, you can have serious chess players who pick up programming as
a hobby.  But I doubt you would ever find anyone who is both an excellent chess
player and an excellent programmer.  A balance is acheived somewhere along the
line as to who can write the best program.
