I've just been trying to download a program called 'Lightningrulez',
but no luck. It's at www.cise.ufl.edu/~clg/lightningrulez/
Try the address, if you will, and drop a line back, see if you have
   more luck than I did.
In case you don't know, this program lets you 'premove', ie, move
on your opponent's time. Provided that your move is still legal after
your opponent has moved, it will be made for you, instantly. No doubt
this is why some of the top players seem to move with incredible speed.
   Is this unethical?..or even cheating?
It works with Winboard, and maybe a few other interfaces, but not
ICC's Blitzin, or so I'm told.
