Can't tell you about ICC but Winboard is really allready set up allready to connect to several Chess servers, it has the urls in it allready, I just don't play Chess over the internet though, but it should work for that right out of the box(download) with no extra setup. If you goto Frank Quisinsky's download page and download his config.zip file, one of the things in it is his winboard.ini file, his is a much better example than mine is because I have very few Winboard engines left anymore, I got rid of the ones I no longer intend to use, his download site is: http://www.in-trier.de/~quisinsky/schach/download.htm you won't have any trouble setting it up uses his as an example, you'll just have to change the path info and exe file names to suit what you have.
