2500 rating is a condition to become a GM but it is not enough.
You need to have performance of more than 2600 in some tournament when you get
norms for GM.

The performance of players in their best tournaments is usually better than
their rating so I have no 2600 rating in my mind when I think about GM's.

Most of the GM's do not get 2600 rating when they become GM's.
