The _only_ program that I've noticed that was done in Delphi is Zzzzz, it has a
nice interface and gui adjustments for piece value parameters, all sorts of
stuff.  I have the impression that it's a strong program, but you can't judge it
by my opinion.  If you get a download of the program it comes with source code,
I have no idea what version of Delphi he used.

On my webpage, I have a link to the programmer's homepage where you can get a
download if you don't have it allready, see the section labled (something to the
effect of) "Programs with Source Code".  I assume the link still works:
http://members.xoom.com/avochess/avochess.htm

It may be an uphill battle doing a Chess program in Delphi though, you'll have
very few examples and people who do Chess programming here at CCC usually use C
or C++, so getting help with C code will be much easier than with Pascal/Delphi
code.
