I disagree. Rebel has played several games at 40/2, and has a performance
rating of 2485 IIRC (less than 2500 minimum rating for a GM). GM norm is a
performance of 2600. SSDF rating is not equal to FIDE rating. We need a lot more
of games between computers and players to state that programs are at GM level.
Crafty is beating a lot of GM's at blitz level, but I do not know how it
performs at 40/2.

A top level commercial program on a house computer (single cpu, less than 256
MB RAM) is far from a GM let alone a strong GM (2600+). It is probably an IM at
40/2. Hiarcs 6 beat IM Hergott last year 4-2 in 40/2 on such a hardware.

Of course, if you have a multiple processor computer, 512 MB of ram or more,
with a special version of Fritz, Junior, Crafty, have GB's of endgame
tablebases, and most importantly let it play in a tournament with game in 30
minutes or less, then you will have a strong GM. But that is not a typical
situation. The time will come, but it is not now.
