I don't know about now, but with the USCF, in 1983, once you got your rating
to 2200, you got a "master certificate" and title that was never revoked.  Belle
was awarded one in 1983 with a rating of 2208 after doing well in the world open
that year.  In fact, I believe this was done to attack sandbagging, so that you
could not artificially drop 200 points and clean up in the class A section when
you are really a 2200 player.
