Bruce said that you CAN perform the evaluation at any point in the tree, but not
that anyone does or that it would be a good idea.

I guess that most programs don't, but some programs may run parts of the
evaluation function within the tree for extensions. For example, if the king
safety is changing a lot between positions, somebody might be under attack and
it would be worthwhile to extend the position.
