The possibility that the human player will underpromote can be handled entirely
in the user interface, so when it comes to the engine, all of the work involving
underpromotions can be avoided.  It is quite possible for an engine to have no
idea of its existance (and probably get a nasty eval surprise on the occasions
that it happens).
