Without a increment the computer has a disadvantage, as human just make sure
you always have a few seconds extra time, eventually the computer runs out of
time, unless you get checkmated first. There are all kinds of delays before
engine gets a chance to calculates it's move. This may be as much as half a
second per move.
In this specific game I agree tiger should be more carefull with it's time
usage, e.g after move 60 shutka still had 2:34 while tiger only had 0:21, after
move 80 shutka had 2:27 , tiger 0:05, finally on move 90 shutka still had 2:18
and tiger lost on time.
Now this timing looks a bit strange, shutka made 90 moves in 42 seconds, thats
damned fast ? It looks like the timeseal program is giving some extra time,
sometimes after a move was made the clock was one second up instead of down ?!
